You will need the base Vocaloid program to use the voicebanks. VOCALOID6 Editor V6.3.0 or later must be installed before updating to VOCALOID6 Voicebanks V6.3.0 or later. If you have not bought the VOCALOID editor yet, and are only looking into using Crypton vocals, you do not technically require the VOCALOID Editor. I saw your other comment about looking into the Crypton vocals as well and I do want to mention one crucial thing though that I did not see. If they are not (like say, MP3), I'd just download something like Audacity which can import MP3 as one option and export as WAV as another option. Unless you're able to find clean instrumental of the songs you're making a cover of, in which case, if they are of WAV format you can add them directly the VOCALOID editor.
